Could be obtained from any communication center or cyber cafes which are available all over Sri Lanka . You will always find one in any city or within walking distance from your hotel. There are number of mobile network providers ( Mobitel, Dialog, Hutch, Etisalat) and pre-paid cards of these networks could be obtained for your phone from these communication centers
